This is a strange problem. Normally, fiber problems have high atenuation. This problem ocurres because the signal is too strong, probably due to a fiber cable that is too small Solution: Change the fiber size. If does not work change the SFP.

You could always attach an attenuator. This is usually enough to insert a few db loss lowering the power level.
Actually, the replacement of the fiber did not fix the problem. It only increased the db in 0.1. The problem was fixed by replacing the SFP !
